   In this context, as early as November 26, 1997, the former China National Textile and Apparel Council reported to the State Economic and Trade Commission a proposal for the establishment of the "New Dyeing and Finishing Equipment and Process Technology One-stop" project. This project was supported by the state, and the State Economic and Trade Commission commissioned China International Engineering Consulting Corporation to conduct an evaluation in February 1998. Then, China International Engineering Consulting Corporation organized relevant departments and experts to conduct investigations on printing and dyeing enterprises in Zhejiang, Shanghai, Jiangsu and other places, as well as textile machinery enterprises in Shanghai, Jiangsu, Zhejiang, Hunan, Hubei and other places, and in July 1998 Demonstration meetings were held successively and a demonstration evaluation report was written. The China National Textile and Apparel Council prepared a supplementary report on the project based on the demonstration. The State Economic and Trade Commission soon officially approved the implementation of the project.
 
The proposal and the main content of the project are based on the key and weak links of the printing and dyeing and finishing process technology at that time, and determine the high-efficiency steaming box, de-boiling and bleaching machine, pre-shrinking finishing machine, and heat setting machine in the new cotton and polyester-cotton dyeing and finishing equipment. , Servo-driven flat screen printing machine, magnetic bar type rotary screen printing machine, intermittent dyeing machine, automatic color mixing system and other special projects. Refining machine, creping machine, alkali reducing machine, loose washing and drying machine in synthetic fabric printing and dyeing equipment. The cloth guide roller, rubber roller, edge suction device and weft straightening device in general parts and general devices.
 
   During the research and implementation of this project, the policy of combining production, education, research and application has been implemented. Technological testing and collaboration units are listed separately in the project, including China Textile University, China Textile Research Institute, and Changzhou Printing and Dyeing Machinery Experimental Center and other academic research and experimental units. At the same time, it also considers the use of supporting units after the successful development of printing and dyeing machinery and equipment, including the technical transformation of enterprises that produce cotton, polyester cotton, and apparel fabrics, and the production of chemical fiber simulation fabrics.
 
According to the company’s conditions and original division of labor, Huangshi Textile Machinery Factory is responsible for the high-efficiency desizing pre-treatment machine, continuous pad dyeing machine, hot-melt dyeing machine and magnetic rod type rotary screen. Zhengzhou Textile Machinery Factory is responsible for the pre-shrinking finishing machine, Shaoyang Second Textile Machinery Factory is responsible for the heat setting machine, roll dyeing machine, open width loose refiner and flat width loose alkali reducer, and Shanghai Printing and Dyeing Machinery Factory is responsible for the de-boiling and bleaching machine The flat screen printing machine with servo drive and the large-capacity jigger are undertaken by mainframe manufacturers such as Hangzhou Dyeing and Finishing Machinery Equipment Company, and the automatic pulping system is produced by Shenyang Second Textile Machinery Factory.    After more than two years of implementation, this project has achieved gratifying results and produced very good corporate and social benefits. New improvements and improvements have been made to the units of high-efficiency washing, steaming box water washing and high liquid feed in the high-efficiency desizing pretreatment equipment; the uniform rolling mill, reduction steaming box, baking machine, and new type pad dyeing machine in the continuous pad dyeing machine And the high-efficiency de-scouring and bleaching machine, after being used by Hebei Ningfang Group, has been well received; the specifications of the magnetic bar rotary screen printing machine have achieved 12 colors and 16 colors; the large-capacity jig dyeing machine has achieved the requirements of constant tension and constant speed limit; The open-width loose type alkali reducing machine meets the requirements of user satisfaction. The general equipment and special basic parts include photoelectric weft straightening, cloth guide roller and edge suction device, etc., through the efforts of the undertaking unit, after the technical research is realized, it is matched with the host and adapted to the requirements of the host.
